Double the nanosleep() time to make the test work more reliably on my dual CPU alpha (where previously we sometimes ended up with no delay at all).

make _lwp_park return the remaining time to sleep in the "ts" argument if it is a relative timestamp, as discussed in tech-kern. XXX: pullup-8
