- Cleanup for dynamic sysctl:
  - Remove unused *_NAMES macros for sysctl.
  - Remove unused *_MAXID for sysctls.
- Move CTL_MACHDEP sysctl definitions for m68k into m68k/include/cpu.h and
  use them on all m68k machines.
