Fix signature of landisk_pci_intr_setattr

landisk: Add stub pci_intr_setattr.

No MP on sh4 as far as I know so no need to do anything for
PCI_INTR_MPSAFE.

Rebase to HEAD as of a few days ago.

as yamt-pagecache-tag8.

this commit was splitted into small chunks to avoid
a limitation of cvs.  ("Protocol error: too many arguments")
