Branch point for: netbsd-2-0
Move sysctlbyname(), sysctlnametomib(), and sysctlgetmibinfo() from sysctl(8) into libc, making the minor number jump. Add prototypes to sys/sysctl.h, fix sets, modify man pages, etc. That oughta cover it.
