pull up rev. 1.11:
No longer abuse the "minor" number in the shlib_version file to
optionally contain the "teeny" version number.  Instead, introduce
a separate optional "teeny" variable.  This corresponds to the change
in revision 1.171 of share/bsd.lib.mk.
