regen and make things compile (all builds except ppc sim)

gdb: mknative everyone except for m68000

m68000 is broken due to missing gmp (MKGCCCMDS = no).

clang build for everyone is also broken for the same reason.
We must reconsider to handle gmp in src/lib/Makefile.

Add arm, vax

Regen for everyone, except for coldfire, for which toolchain does
no longer build...

Mostly merge changes from HEAD upto 20200411

Switch the iconv(3) prototype to the POSIX conformant variation

Remove const from the 2nd argument.

const char ** and char ** are incompatible types and it was a cost to keep
the technically incompatible form for a more purist variation. NetBSD was
almost the last alive OS to still keep the const argument (known leftovers:
Minix and Illumos).

Keep the const form for the internal purposes inside citrus and rump.

Address the build breakage fallout in the same change.

There are no ABI changes.

Change accepted by core@.

regen with forcing libexpat presence.

add armeb

Everyone has libexpat so enable it.

regen, and add more warn eliding to Makefile

regen arm and armeb for gdb 7.12, and delete the rest.
