Drop -O[01] hacks for vax; no longer necessary for patched GCC 10
PR port-vax/57646: Import major vax toolchain fix by Kalvis Duckmanton
XXXRO: GCC 12 may require hacks for a while, but it turned out that
GCC 12 should be treated differently from older versions; a lot of new
files need -O[01] flags, while some may no longer require it.
I will take a look later.
Note that these hacks are not required if Kalvis's patches for GCC 12
are applied.
Keep doc/HACKS entries for a while (will be sync with update for GCC 12).

Patch the build script and toolchain to allow passing through HOST_CPPFLAGS, HOST_CXXFLAGS, but not LIBRARY_PATH because it breaks the build. These variables are necessary to support building NetBSD from a GNU Guix or NixOS host, where /usr/include, /lib, and all but /bin/sh do not exist. PR toolchain/55837 Get rid of -O0 hack for GDB for hard-float arm. This was necessary because libunwind did not support s0-s31. Note that for *most* cases (not all!), -O0 stops using VFP registers for general purposes. Also note that this hack was incomplete. We had to compile every functions with -O0, that can be unwinded. Otherwise, GDB crashed every time exceptions were raised.

GCC 8.4 miscompiles dwarf2expr.c with -O2 or -O1 for earmv7hf{,eb}, which
results in crashes described in the PRs. No upstream fixes up to now. So,
let us disable optimization for this file.
Note that this affects only earmv7hf{,eb} as far as I can see. Crashes do
not occur neither for earmv6hf{,eb} nor earmv7{,eb}.

Build glue for x86_64. This is working gdb for amd64 minus kernel stacktrace support. It is disabled for now because it breaks user program traces.
