Use armv[4-7] to be consistend

Use BINUTILS_MACHINE_ARCH instead of MACHINE_ARCH
BINUTILS_MACHINE_ARCH is MACHINE_ARCH,
except armv[467] is replaced with arm instead.

Merge new binutils. Only x86_64 works now; the rest will need to run mknative
again (at least).

Ignore warnings when building with clang for now.

Bump majors.

First cut at reachover and mknative output.
