Split fsck during boot into two phases. Check the root file system first, mount root and run the various disk providers. Add swap and check the remaining file systems after that. This breaks the dependency cycle for lvm, which needs writeable /dev. Depend on rndctl in cgd.

Split raidframe parity checking/rebuilding out into
raidframeparity, which is called after quota, so we don't
end up with fsck and raidframe parity rebuild taking forever
after a crash/reboot.
While here, check for raid[0-9].conf and raid[1-9][0-9].conf
and not raid[0-9].conf and raid[0-9][0-9].conf

Use load_rc_config() (from rc.subr) instead of sourcing /etc/rc.conf. This allows us or a user to change the configuration file method in one place - rc.subr - without having to edit all of the rc.d/* files.
