distrib/sets/lists: Add a blank comment line between RCS id and body.

This serves as a buffer between RCS id changes and other changes to
the set lists, in an attempt to reduce the pain of merge conflicts
around mass set list changes.

No functional change intended.

Undo previous changes; the debug libraries were installed because of a bug
in the Makefiles... (Setting MKDEBUGLIB in /etc/mk.conf overrides some
Makefile settings)

Add a new "debug" set that gets built when ${MKDEBUG} is set. On evbarm:

This allows always building the debugging code and libraries but not
installing it (although now it is placed in the default sets if ${MKDEBUG}
is set

fix MKDEBUG=yes builds for bebox, prep, rs6000, alpha, cats, macppc,
netwinder, shark, sparc* and zaurus.  (the other changed files were
already working, but wrong.)

Add some missing entries to fix MKDEBUG build on alpha.

Looks good from tsutsui.

Do datbase normalization on sets/lists/*/* containing shared-library
related files. Partition into three categories:
  *  shl.mi -- MI sharedlib files present on all ports with shared libs
  *  shl.aout -- MI sharedlib files present on all ELF ports
  *  shl.elf -- MI sharedlib files present on all a.out ports

Add rudimentary shl* support to makeflist.
Remove files left empty after shlib normalization.
Add ad.mips where appropriate.
Make  libc, libedit numbers consistent (libc.so.12.29,  libedit.2.1).

Pull up patch from cgd.

add .so's for all of the shared libs (just symlinks).  These are only
used when compiling (or should only be used then), so putting them into
xcomp is good even though putting them into xbase wouldn't cost too
much space.
