python: egg.mk: add USE_PKG_RESOURCES flag

This flag should be set for packages that import pkg_resources
and thus need setuptools after the build step.

Set this flag for packages that need it and bump PKGREVISION.

Import py27-mezzanine-1.2.4 as www/py-mezzanine.

Mezzanine is a powerful, consistent, and flexible content management
platform. Built using the Django framework.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
