user-destdir support

Activated LICENSE=...

Explicitly add pax dependency in those Makefiles that use it (or have
patches to add it). Drop pax from the default USE_TOOLS list.
Make bsdtar the default for those places that wanted gtar to extract
long links etc, as bsdtar can be built of the tree.

Based on some feedback, comment out the newly added LICENSE=xxx for now.
I'll re-activate this later when the global license stuff is activated.

share your albums with friends. This means no more publishing.

JAlbum 6.4 has just been released. This version has an important memory
related bug fix and a nice improvement to the handling of movie files as
the most important changes (see the history page for the version history).

Note: even though we are in the middle of pkgsrc freeze I have to do this
as this new release uses the same filename as 6.3 and the old file is
no longer available. This was detected by the bulk build system as
invalid checksum.
