extend PYTHON_VERSIONS_ for Python 3.7

Add python-3.6 to incompatible versions.

Remove python33: adapt all packages that refer to it.

Extend PYTHON_VERSIONS_INCOMPATIBLE to 35

Mark packages that are not ready for python-3.3 also not ready for 3.4,
until proven otherwise.

Mark packages as not ready for python-3.x where applicable;
either because they themselves are not ready or because a
dependency isn't. This is annotated by
PYTHON_VERSIONS_INCOMPATIBLE=  33 # not yet ported as of x.y.z
or
PYTHON_VERSIONS_INCOMPATIBLE=  33 # py-foo, py-bar
respectively, please use the same style for other packages,
and check during updates.

Use versioned_dependencies.mk where applicable.
Use REPLACE_PYTHON instead of handcoded alternatives, where applicable.
Reorder Makefile sections into standard order, where applicable.

Remove PYTHON_VERSIONS_INCLUDE_3X lines since that will be default
with the next commit.

Whitespace cleanups and other nits corrected, where necessary.

Drop superfluous PKG_DESTDIR_SUPPORT, "user-destdir" is default these days.

Bump PKGREVISION from default python change to 2.7.

Update PYTHON_VERSIONS_COMPATIBLE
- assume that Python 2.4 and 2.5 are compatible and allow checking for
fallout.
- remove PYTHON_VERSIONS_COMPATIBLE that are obsoleted by the 2.3+
default. Modify the others to deal with the removals.

Remove teTeX2 from TEX_ACCEPTED, because the teTeX2 packages will be removed
shortly.

* Get rid of all the "split" argument deduction for makeinfo since

NOTE: Platforms that have "makeinfo" in the base system should check
      that the makeinfo entries of pkgsrc/mk/tools.${OPSYS}.mk are
      correct.

Recursive revision bump / recommended bump for gettext ABI change.

Ran "pkglint --autofix", which corrected some of the quoting issues in
CONFIGURE_ARGS.

Rename LATEX_ACCEPTED and LATEX_DEFAULT to TEX_ACCEPTED and TEX_DEFAULT
It is more consistent with the tex.buildlink3.mk name. Also, if a package
really needs latex, it just has to set TEX_ACCEPTED to latex distributions
altough today, all TEX_ACCEPTED possibilities are latex distributions

Convert ot use tex.buildlink3.mk
latex2html installs it's latex files in ${PKG_LOCALTEXMFPREFIX}

Fix pkglint warning (set CONFIGURE_ARGS with +=)

Remove USE_GNU_TOOLS and replace with the correct USE_TOOLS definitions:

	make		-> gmake
	sed		-> gsed
	yacc		-> bison

Remove USE_BUILDLINK3 and NO_BUILDLINK; these are no longer used.

Depend on teTeX-bin instead of teTeX; remove 24
from supported python versions. From maintainer Antoine Reilles in PR 29873.

Build Python with thread support by default and turn the existing
python*-pth packages into meta-packages which will install the non-pth
packages. Bump PKGREVISIONs on the non-pth versions to propagate the
thread change, but leave the *-pth versions untouched to not affect
existing installations.
Sync all PYTHON_VERSIONS_AFFECTED lines in package Makefiles.

Initial import of rubber, version 0.99.8, into the NetBSD Packages
Collection, from PR#28920 by Antoine Reilles, with a few minor changes by
myself.

Rubber is a building system for LaTeX documents.

It is based on a routine that runs just as many compilations as necessary.  The
module system provides a great flexibility that virtually allows support for
any package with no user intervention, as well as pre- and post-processing of
the document.  The standard modules currently provide support for bibtex,
dvips, dvipdfm, pdftex, makeindex.  A good number of standard packages are
supported, including graphics/graphicx (with automatic conversion between
various formats and Metapost compilation).
