Bump the PKGREVISION for all packages which depend directly on perl, to trigger/signal a rebuild for the transition 5.10.1 -> 5.12.1. The list of packages is computed by finding all packages which end up having either of PERL5_USE_PACKLIST, BUILDLINK_API_DEPENDS.perl, or PERL5_PACKLIST defined in their make setup (tested via "make show-vars VARNAMES=..."), minus the packages updated after the perl package update. sno@ was right after all, obache@ kindly asked and he@ led the way. - Some changes to help builds on Redhat9
- Remove deprecated methods:
* the no-arg new constructor - use new_from_public_key,
new_from_private_key or Crypt::OpenSSL::RSA->generate_key instead
* load_public_key - use new_from_public_key
* load_private_key - use new_from_private_key
* generate_key as an instance method - use it as a class constructor
method instead.
* set_padding_mode - use use_no_padding, use_pkcs1_padding,
use_pkcs1_oaep_padding, or use_sslv23_padding instead.
* get_padding_mode
- Eliminate all(most all) memory leaks.
- fix email address
- Stop returning true from methods just to indicate success.
- Change default public exponent from 65535 to 65537

Turn PERL5_PACKLIST into a relative path instead of an absolute path.
These paths are now relative to PERL5_PACKLIST_DIR, which currently
defaults to ${PERL5_SITEARCH}. There is no change to the binary
packages.

since perl is now built with threads on most platforms, the perl archlib module directory has changed (eg. "darwin-2level" vs. "darwin-thread-multi-2level"). binary packages of perl modules need to be distinguishable between being built against threaded perl and unthreaded perl, so bump the PKGREVISION of all perl module packages and introduce BUILDLINK_RECOMMENDED for perl as perl>=5.8.5nb5 so the correct dependencies are registered and the binary packages are distinct. addresses PR pkg/28619 from H. Todd Fujinaka.

Libtool fix for PR pkg/26633, and other issues. Update libtool to 1.5.10 in the process. (More information on tech-pkg.) Bump PKGREVISION and BUILDLINK_DEPENDS of all packages using libtool and installing .la files. Bump PKGREVISION (only) of all packages depending directly on the above via a buildlink3 include.
