poster: remove dead download link

Comment out dead MASTER_SITES/HOMEPAGEs.

Revert the compression feature of 20060221 (wrap the original file in
a procedure and call that N times later), as it exceeds some limits of
ghostscript as well as other printers at least for nontrivial files.

Patch by Ingvar Hagelund via Redhat Bugzilla # 436969.

Drop PKG_DESTDIR_SUPPORT setting, "user-destdir" is default these days.

Mechanically replaced man/* with ${PKGMANDIR}/* in the definition of
INSTALLATION_DIRS, as well as all occurrences of ${PREFIX}/man with
${PREFIX}/${PKGMANDIR}.

Fixes PR 35265, although I did not use the patch provided therein.

Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no
developer is officially maintaining the package.

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list).  Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

Create directories before installing files into them.

Remove FreeBSD RCS Ids. pkgsrc has diverged too much for syncing to be
useful.

Rename ALL_TARGET to BUILD_TARGET for consistency with other *_TARGETs.
Suggested by Roland Illig, ok'd by various.

Import 'poster' package, based on the FreeBSD port, converted using
port2pkg.

Here you have the new release of `poster', to scale postscript
images to a larger size, and print them on larger media and/or
tile them to print on multiple sheets.
With respect to the earlier release:
- support is added for foreign (Non European A*) media sizes.
- options for scaling became more flexible
- original restrictions on white margins in your drawing are removed.
