All supported python versions in pkgsrc support eggs, so remove

Fix name of Python interpreter in a script which is run during the build. The locale files are now always installed and not only if a Python interpreter named "python" is available for whatever reasons. This fixes PR pkg/42691 by Olaf 'Rhialto' Seibert.

Update bittorrent to 3.3. Changes:

fragment the hard drive

hange extension.mk to also install optimized files for distutils packages. Inspired by FreeBSD "ports". Fix the PLISTs accordingly. Also, while at it, remove now obsolete compileall.py calls in post-install targets and insure that extension.mk is in included before builinlinks of other Python modules. Discussed with/ok'ed by drochner@.
