This bumps the bitstream revision to 3.2.1. Bitstreams marked 3.2.0 are handled correctly by this decoder. Older decoders will show a one frame sync error in the less noticable direction. Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no developer is officially maintaining the package. The rationale for changing this from "tech-pkg" to "pkgsrc-users" is that it implies that any user can try to maintain the package (by submitting patches to the mailing list). Since the folks most likely to care about the package are the folks that want to use it or are already using it, this would leverage the energy of users who aren't developers.

Initial import of libtheora, version 1.0alpha3: Theora is Xiph.Org's first publicly released video codec, intended for use within the Ogg's project's Ogg multimedia streaming system. Theora is derived directly from On2's VP3 codec; currently the two are nearly identical, varying only in encapsulating decoder tables in the bitstream headers, but Theora will make use of this extra freedom in the future to improve over what is possible with VP3.
