Mass-change BUILD_DEPENDS to TOOL_DEPENDS outside mk/. Almost all uses, if not all of them, are wrong, according to the semantics of BUILD_DEPENDS (packages built for target available for use _by_ tools at build-time) and TOOL_DEPEPNDS (packages built for host available for use _as_ tools at build-time). Mark packages as not ready for python-3.x where applicable; either because they themselves are not ready or because a dependency isn't. This is annotated by PYTHON_VERSIONS_INCOMPATIBLE= 33 # not yet ported as of x.y.z or PYTHON_VERSIONS_INCOMPATIBLE= 33 # py-foo, py-bar respectively, please use the same style for other packages, and check during updates. Use versioned_dependencies.mk where applicable. Use REPLACE_PYTHON instead of handcoded alternatives, where applicable. Reorder Makefile sections into standard order, where applicable. Remove PYTHON_VERSIONS_INCLUDE_3X lines since that will be default with the next commit. Whitespace cleanups and other nits corrected, where necessary.

Import libkate-0.4.1 as multimedia/libkate. Kate is an overlay codec, originally designed for karaoke and text, that can be multiplixed in Ogg. Text and images can be carried by a Kate stream, and animated. Most of the time, this would be multiplexed with audio/video to carry subtitles, song lyrics (with or without karaoke data), etc, but doesn't have to be. Series of curves (splines, segments, etc) may be attached to various properties (text position, font size, etc) to create animated overlays. This allows scrolling or fading text to be defined. This can even be used to draw arbitrary shapes, so hand drawing can also be represented by a Kate stream.
