Use STEP_MSG and RUN to make this produce prettier output and play
nicer with PKG_DEBUG &c.

No functional change intended.

mpcomplex: update to 1.3.1.

Fix pkglint, including renaming a patch.

    - mpc_fma: the returned 'int' value was incorrect in some cases (indicating
      whether the rounded real/imaginary parts were smaller/equal/greater
      than the exact values), but the computed complex value was correct.
  - Remove the unmaintained Makefile.vc; build files for Visual Studio
    can be found at https://github.com/BrianGladman/mpc .

    - Fix an incompatibility problem with GMP 6.0 and before.
    - Fix an intermediate overflow in asin.

  - Minimally required library version: MPFR 4.1.0

Don't clean intermediate files after checksum/patch phase.
The work directories are almost empty, so it doesn't save much space.
It makes debugging annoying and it breaks local DISTDIR settings.

Split the extract phase into fetch and extract, to ensure that distfiles
can be fetched correctly, keeping in sync with devel/gmp inplace.mk

Remove "Trailing empty lines." and/or "Trailing white-space."

Add inplace.mk to allow building this inside another package.
