Add a PKG_OPTIONS_LEGACY_VARS line for QPOPPER_USE_DRAC.
Add drac, kerberos, and qpopper-servermode options. Replace PAM with pam.

Packages have no business modifying PKG_DEFAULT_OPTIONS -- it's a user settable variable. Set PKG_SUGGESTED_OPTIONS instead. Also, make use of PKG_OPTIONS_LEGACY_VARS. Reviewed by wiz.
Update qpopper package to 4.0.5nb7. - Explicitly add "--disable-ipv6" when inet6 is disabled. - Fix compile error when inet6 is disabled. This should fix PR pkg/28805.
Remove inet6 from PKG_DEFAULT_OPTIONS. When USE_INET6 is defined it will set inet6. Move to calling all such flags 'inet6'.
move ssl and ipv6 options to new options.mk framework (no change to existing defaults) and while here, add QPOPPER_SPOOL_DIR to define spool directory (no change to existing default).
