Packages have no business modifying PKG_DEFAULT_OPTIONS -- it's a
user settable variable.  Set PKG_SUGGESTED_OPTIONS instead.  Also,
make use of PKG_OPTIONS_LEGACY_VARS.

Update qpopper package to 4.0.5nb7.

- Explicitly add "--disable-ipv6" when inet6 is disabled.
- Fix compile error when inet6 is disabled.  This should fix PR pkg/28805.

Remove inet6 from PKG_DEFAULT_OPTIONS. When USE_INET6 is defined it will set
inet6.

move ssl and ipv6 options to new options.mk framework (no change to
existing defaults) and while here, add QPOPPER_SPOOL_DIR to define spool
directory (no change to existing default).
