ucblogo: Update to 6.2.1

* Update HOMEPAGE and COMMENT.
* Use tarball from GitHub.
* Use wxWidgets unconditionally (cannot disable wxWidgets anymore).
* Set LICENSE.

This is a maintenance release of the UCB Logo programming language interpreter.

    Renamed executable from logo to ucblogo for unix.
