ghc*: remove some outdated ghc packages

These do not package on NetBSD 10, and are not needed for the
bootstrapping process any longer, since ghc's bootstrapping happens
via cross-compilation (from releases N, N-1, or N-2) nowadays.

*: recursive bump for Python 3.11 as new default

Mass-change BUILD_DEPENDS to TOOL_DEPENDS outside mk/.

Almost all uses, if not all of them, are wrong, according to the
semantics of BUILD_DEPENDS (packages built for target available for
use _by_ tools at build-time) and TOOL_DEPEPNDS (packages built for
host available for use _as_ tools at build-time).

No change to BUILD_DEPENDS as used correctly inside buildlink3.

ghc: Only some ghc compilers support NetBSD/aarch64, limit the workaround

ghc: depend on compat90 instead of compat80 on NetBSD/aarch64

There was never a NetBSD 8 release for aarch64 so compat80 is not
available, but compat90 will work nicely.

ghc*: Unlimit cputime.

Some of the latter linking stages can take a signficantly long time.

*: Revbump packages that use Python at runtime without a PKGNAME prefix

ghc*: Use OPSYS_VERSION to numerically compare NetBSD versions

Disable MKPIE in Haskell.

Presumably there's a way to make this work, but it probably requires
changes to the bootstrap kits.

The PKGNAME is ghc-* so there is no point in a conflict with ghc-*

Eliminate use of @rpath and @loader_path on Darwin

They are essentially equivalent to $ORIGIN of ELF.

Apply jperkin@'s patch to remove $ORIGIN use

On Darwin it still uses @loader_path though. I'm going to handle it later.

Swith to CHECK_SHLIBS_SUPPORTED=no from individual CHECK_SHLIBS_SKIP list (pkg/56125)

Our binary packages have been broken because of bad "REQUIRES"
entries: GHC uses $ORIGIN in rpath but mk/pkgformat/pkg/metadata.mk
uses ldd(1) to extract the list of required .so objects, which causes
them to be wrongly expanded.

ghc88: backport fix for NetBSD-current from ghc810

*: bump PKGREVISION for perl-5.32.

Add a note on the runtime dependency on perl; no actual changes

Loosen data/address space limit. Allow dropping extra libraries like
libgcc_s.so.1 into files/ and use LD_LIBRARY_PATH consistently.

Import GHC 8.8.1

GHC: The Glasgow Haskell Compiler.

The Glasgow Haskell Compiler is a robust, fully-featured, optimising
compiler for the functional programming language Haskell 98
(http://www.haskell.org). GHC compiles Haskell to either native code
or C. It implements numerous experimental language extensions to
Haskell, including concurrency, a foreign language interface, several
type-system extensions, exceptions, and so on. GHC comes with a
generational garbage collector, a space and time profiler, and a
comprehensive set of libraries.

This package provides the 8.8.x release series.
