Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no developer is officially maintaining the package. The rationale for changing this from "tech-pkg" to "pkgsrc-users" is that it implies that any user can try to maintain the package (by submitting patches to the mailing list). Since the folks most likely to care about the package are the folks that want to use it or are already using it, this would leverage the energy of users who aren't developers.

Remove the abuse of buildlink that was pkg-config/buildlink3.mk. That file's sole purpose was to provide a dependency on pkg-config and set some environment variables. Instead, turn pkg-config into a "tool" in the tools framework, where the pkg-config wrapper automatically adds PKG_CONFIG_LIBDIR to the environment before invoking the real pkg-config. For all package Makefiles that included pkg-config/buildlink3.mk, remove that inclusion and replace it with USE_TOOLS+=pkg-config.
Change path from devel/pkgconfig to devel/pkg-config. No PKGREVISION bump since pkg-config is only a BUILD_DEPENDS.

Back out last change related to moving ncurses/buildlink2.mk to curses.buildlink2.mk. This was wrong because we _really_ do want to express that we want _n_curses when we include the buildlink2.mk file. We should have a better way to say that the NetBSD curses doesn't quite work well enough. In fact, it's far better to depend on ncurses by default, and exceptionally note when it's okay to use NetBSD curses for specific packages. We will look into this again in the future.
move ncurses/buildlink2.mk to mk/curses.buildlink2.mk, as it provides support for base system curses/ncurses as well as ncurses itself. suggested by wiz.

Since the major of libiconv was increased during the update to 1.8, bump dependency to latest libiconv version; recursively also bump all dependencies of packages depending on libiconv. Requested by fredb.
buildlink1 -> buildlink2. Disable readline support since its detection is currently broken (though not too hard to fix), and add a dependency on glib for the "jamcam" module, which was building with glib as a hidden dependency all this time (luckily, buildlink2 didn't let it get away with it like buildlink1 did).

Get rid of manually adding "nbX" to PKGNAME when a pkg was changed in pkgsrc. Instead, a new variable PKGREVISION is invented that can get bumped independent of DISTNAME and PKGNAME. Example #1: DISTNAME= foo-X.Y PKGREVISION= Z => PKGNAME= foo-X.YnbZ Example #2: DISTNAME= barthing-X.Y PKGNAME= bar-X.Y PKGREVISION= Z => PKGNAME= bar=X.YnbZ (!) On subsequent changes, only PKGREVISION needs to be bumped, no more risk of getting DISTNAME changed accidentally.
This seems to depend on glib, too. Add dependency. Noted by recent bulk build.
