geography/qgis: De-optionize python This commit removes the python option, but keeps python -- what was formerly included with the option is now simply always included. In today's qgis world, python support is simply part of qgis and building without it is close to unthinkable. python is tiny compared to qgis or even qt. The rationale for removal is that having a split PLIST, and two ways to build is some maintenance headache, and I believe that zero people want to build qgis without python. My guess is that no one has tried in years. No PKGREVISOIN++ as there is no change to the default build.
geography/qgis: Mark as not for python 2.7 It's unlikely that this built ok with 2.7, and really unlikely anyone was actually doing that. However, py-gdal is not python 3.x only, so be explicit. (No revbump because default has been some form of python 3.x.)

geography/qgis: Declare python3 incompatible With 37, the build fails with complaints about future and the wrong version. With 27, it builds. Definitive documentation is scarce, but signs point to 27 being standard for 2.18, and 3 perhaps working, perhaps not. Because qgis 2.18 should be updated to 3.x anyway, don't worry and just set the variables for now.

Build fixes: - even if python bindings are not selected, it is needed as a tool for build - during build, it wants to run an executable from the build dir, which fails to find a not-yet-installed shared librarie. update qgis to 12.2.3 New Features in QGIS 2.12 ‘Lyon’ This is the next release in our 4-monthly release series. It gives you access to the new features we have been working on and represents the ‘cutting edge’ of QGIS development. QGIS ‘Lyon’ is jam-packed with awesome new features. Special highlights are support for rule based labelling, rule based styling of attribute tables, and advanced geometry checker, support for digitising curve based geometries, better authentication management and much, much more! QGIS 2.12 also has many bug fixes and memory leaks addressed. The features provided in QGIS 2.12 will be included in the next LTR release (slated for release in 2016), so using this release provides you with an excellent opportunity to test new features that will make their way into the next LTR.
