geography/gdal-lib: Increase API_DEPENDS

I'm really not clear on API changes, or on what gdal version a
typical/reasonable actually-maintained program would expect as a
minimum.  I am picking 3.7.0 as a floor, and thus saying that if you
have installed gdal older than that and want to build something using
it, you should rebuild gdal first.  I expect this to affect zero
actual people; not updating gdal and building other programs doesn't
make sense.

FWIW, no package (other than py-gdal which doesn't count) currently
sets BUILDLINK_API_DEPENDS.gdal-lib.

gdal-lib: Bump depends in bl3

gdal-lib does not make stability guarantees and this was a major
release, with a shlib bump.  In the absence of an argument that older
versions are ok, move depends up to 3.0.0.

Because gdal-lib depends unconditionally on geograpy/proj, which depends

Backward compatibility issues:

    * GML driver: write valid <gml:MultiGeometry> element instead of
      the non-conformant <gml:GeometryCollection>. For backward
      compatibility, recognize both syntax for the reading part

png shlib name changed for png>=1.5.0, so bump PKGREVISIONs.

Bump PKGREVISION for libpng shlib name change.
Also add some patches to remove use of deprecated symbols and fix other
problems when looking for or compiling against libpng-1.4.x.

shlib version changed in geos

Update to 1.6.1. Upstream changes are too massive to list here (it's more
than two years of development). http://trac.osgeo.org/gdal/wiki/DownloadSource
has full changelogs.

Simply and speed up buildlink3.mk files and processing.
This changes the buildlink3.mk files to use an include guard for the
recursive include. The use of BUILDLINK_DEPTH, BUILDLINK_DEPENDS,
BUILDLINK_PACKAGES and BUILDLINK_ORDER is handled by a single new
variable BUILDLINK_TREE. Each buildlink3.mk file adds a pair of
enter/exit marker, which can be used to reconstruct the tree and
to determine first level includes. Avoiding := for large variables
(BUILDLINK_ORDER) speeds up parse time as += has linear complexity.
The include guard reduces system time by avoiding reading files over and
over again. For complex packages this reduces both %user and %sys time to
half of the former time.

Per the process outlined in revbump(1), perform a recursive revbump
on packages that are affected by the switch from the openssl 0.9.7
branch to the 0.9.8 branch. ok jlam@

Removed some code duplication from the buildlink3 files by using the new
pkg-build-options.mk procedure.

Update to 1.4.0, supplied by Brook Milligan in PR 35752.

The package now has a mysql option in addition to the default pgsql.

Change the format of BUILDLINK_ORDER to contain depth information as well,
and add a new helper target and script, "show-buildlink3", that outputs
a listing of the buildlink3.mk files included as well as the depth at
which they are included.

For example, "make show-buildlink3" in fonts/Xft2 displays:

Initial import of gdal-lib-1.3.1, packaged by David A Price,
Mahesh Chittur, and Brook Milligan in pkgsrc-wip.

GDAL is a translator library for raster geospatial data formats that
is released under an X/MIT style Open Source license. As a library, it
presents a single abstract data model to the calling application for
all supported formats.  The related OGR library (which lives within
the GDAL source tree) provides a similar capability for simple
features vector data. It includes roughly 60 format drivers. Current
translators include:
