geography/gdal-lib: Explicitly request proj use

Without an explicit request, configure says that proj is "dynamic" and
I can't tell if it is used.  With the request, configure says that
proj is "static" and then the build proceeds to dynamically link proj
in the normal manner.

It is possible that gdal operations will behave differently now, if
reference system transformations were skipped before.

(This revbump should not be necessary, because goes's public ABI did
not change.  Due to a misfeature/bug in libtool, linking against the

Make pgsql option defult to off.

This option fixes a pgsql version, and we're not really set up to deal
with that.  It makes postgis only build for that one version.  So far,
I'm not aware of a reason to have pgsql support in gdal.  So, just
turn it off, and we can figure out a way to deal if there is actually
a need.

Discussed with Filip during postgis2 packaging, and I think suggested
to Brook and Adam.

Initial import of gdal-lib-1.3.1, packaged by David A Price,
Mahesh Chittur, and Brook Milligan in pkgsrc-wip.

GDAL is a translator library for raster geospatial data formats that
is released under an X/MIT style Open Source license. As a library, it
presents a single abstract data model to the calling application for
all supported formats.  The related OGR library (which lives within
the GDAL source tree) provides a similar capability for simple
features vector data. It includes roughly 60 format drivers. Current
translators include:

	* ESRI .BIL 		(read)

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
