Update to 1.5.12; see Cygwin site for changes. Mainly minor bugfixes. In the process, strip the ".exe" from installed binaries. Neither Cygwin nor Interix need it, and /usr/pkg/emul isn't intended for Win32-side usage, so we don't need the .exe here either.
