all: migrate some SourceForge homepage URLs back from https to http

In the above commit, the homepage URLs were migrated from http to https,
assuming that SourceForge would use the same host names for both http and
https connections. This assumption was wrong. Their documentation at
https://sourceforge.net/p/forge/documentation/Custom%20VHOSTs/ states
that the https URLs use the domain sourceforge.io instead.

To make the homepages from the above commit reachable again, pkglint has
been extended to check for reachable homepages. This check is only
enabled when the --network command line option is given.

Each of the homepages that referred to https://$project.sourceforge.net
before was migrated to https://$project.sourceforge.io (27), and if that
was not reachable, to the fallback URL http://$project.sourceforge.net
(163).

With manual adjustments afterwards since pkglint 19.4.4 fixed a few
indentations in unrelated lines.

This mainly affects projects hosted at SourceForce, as well as
freedesktop.org, CTAN and GNU.

Revbump all elisp packages after emacs changes.

Drop superfluous PKG_DESTDIR_SUPPORT, "user-destdir" is default these days.

PKGREVISION bump for elisp packages because of bytecode format changes
in emacs23.

Move mk/emacs.mk to editors/emacs/modules.mk.

Don't call pkg_info to get the installed Emacs version; always use the
version matching EMACS_TYPE set by users.  Be DEPENDS to it.  This should
address pkg/37146 by Aleksey Cheusov.

While here convert some emacs lisp packages to user-destdir.

If the Emacs flavour is "xemacs", don't pull in the www/w3 support, pull in
"xemacs-packages" instead.  Also, make sure that the Lisp installation
directory is correct for all flavours.

Patch from PR39287 from Anthony Mallet, with minor modification to pull in
"xemacs-packages" as a replacement for "www/w3".

Updated to doxymacs version 1.8.0:

        Fix bug #1490021: Allow spaces in @param [in] style documentation.
        Fix bug #1496399: Use better way to get user's e-mail address.

Make Doxymacs work with Emacs 22 by avoiding using "www/w3" (Emacs/W3) if the
Emacs major is not below 22.  The url-* support from Emacs/W3 has been
integrated into Emacs version 22.

Whoops...  Make PKGNAME sane.

The purpose of the Doxymacs project is to create a LISP package that will make
using Doxygen from within {X}Emacs easier.

Doxymacs has the following features:

  * ability to look up documentation for symbols from {X}Emacs in the browser
    of your choice.

  * easily insert Doxygen style comments into source.

  * optionally use an "external" (i.e. written in C) XML parser to speed up
    building the completion list.

  * fontify Doxygen keywords.

Initial revision
