databases: Remove py-sqlite, ancient sqlite for ancient python

all: migrate homepages from http to https

pkglint -r --network --only "migrate"

As a side-effect of migrating the homepages, pkglint also fixed a few
indentations in unrelated lines. These and the new homepages have been
checked manually.

databases: align variable assignments

pkglint -Wall -F --only aligned -r

No manual corrections.

Changed PYTHON_VERSIONS_INCOMPATIBLE to PYTHON_VERSIONS_ACCEPTED; needed for future Python 3.8

Omit mentions of python 34 and 35, after those were removed.

- Includes some whitespace changes, to be handled in a separate commit.

extend PYTHON_VERSIONS_ for Python 3.7

Add python-3.6 to incompatible versions.

Remove python33: adapt all packages that refer to it.

Extend PYTHON_VERSIONS_INCOMPATIBLE to 35

Mark packages that are not ready for python-3.3 also not ready for 3.4,
until proven otherwise.

Convert to distutils.mk. Mark as not for python-3.x.
Bump PKGREVISION.

Update homepage URLs.

Add explanations to DESCR for sqlite packages because it is quite
boggling that, e.g., py-sqlite2 is a wrapper for sqlite3.

Drop superfluous PKG_DESTDIR_SUPPORT, "user-destdir" is default these days.

Dependency (mxDateTime) doesn't exist for Python 2.0.

Recursive revision bump / recommended bump for gettext ABI change.

Remove USE_BUILDLINK3 and NO_BUILDLINK; these are no longer used.

Libtool fix for PR pkg/26633, and other issues.  Update libtool to 1.5.10

Bump PKGREVISION and BUILDLINK_DEPENDS of all packages using libtool and
installing .la files.

Bump PKGREVISION (only) of all packages depending directly on the above
via a buildlink3 include.
