converters: Replace RMD160 checksums with BLAKE2s checksums

All checksums have been double-checked against existing RMD160 and
SHA512 hashes

converters: Remove SHA1 hashes for distfiles

Add SHA512 digests for distfiles for converters category

Problems found with existing distfile:
	distfiles/libiconv-1.13-cp932.patch.gz
No changes made to the libiconv distinfo file.

Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden).  All existing
SHA1 digests retained for now as an audit trail.

Add RMD160 digests in addition to SHA1 ones

Update py-jpCodecs packaget to 1.4.11.

  - Fixed bugs in the StreamReader classes of all codecs that
    ignored the optional "errors" argument specified when
    instantiated. (Thanks to OHNUKI Makoto)

Update py-jpCodecs to 1.4.10 and bl3ify.

Changes in 1.4.10:
  - Fixed soundness bugs in Shift_JIS and MS932 decoders that
    invalid characters are quietly mapped into invalid Unicode
    characters. (Thanks to Hye-Shik Chang)
  - Fixed a buffer overflow in the encoder of japanese.c.euc-jp
    caused by a string that contains a lot of supplement Kanji
    characters. (Thanks to Atsuo ISHIMOTO)
  - added an alias "eucjp" for "japanese.euc-jp".

Initial import of codecs for Japanese language encodings.
