chat/ircd-hybrid: Update to 8.2.43

  * Due to ongoing protocol modernizations and deprecation of old backwards
    compatibility code, ircd-hybrid is now no longer link compatible to
    8.2.33 and below. As for the Anope IRC Services, 2.0.8 is the minimum
    supported version now.
  * Implemented channel mode `V`. `INVITE` cannot be used on channels with
    that mode set.
  * `WHOIS` on clients connected via TLS now also shows some details about
    the TLS version and cipher being used
  * Removed user mode `d` (debugging notices)

    messages from other users that are connected via TLS.
  * Fixed issue where `WHO nick` on invisible clients (user mode i`) wouldn't work

  bot in both `WHOIS` and `WHO`. This mode can only be set by IRC operators (as
  long as the `bot` directive is set in `general::oper_only_umodes`), servers,
  and services.
  This mode can for example be used to mark HOPM as official network bot.

  sent to user mode +j (reject notices) instead. Due to this change, `unauth` and

* User mode +b has been replaced with +f (flood). Spam/flood notices are now sent
  to this user mode. For this, `bots` has been removed from

* Stricten server/user ID validation. IDs have to be all uppercase everywhere now.

   $o:<class>     Matches IRC operators that have joined a class
                  matching the mask.
   $r:<realname>  Matches users with a matching realname.
   $s:<server>    Matches users that are connected to a server matching the mask.
   $u:<modes>     Matches users having the specified user modes set or not set.
   $z:<certfp>    Matches users having the given TLS certificate fingerprint.

   Acting:

   $j:<banmask>   Prevents matching users from joining the channel.
   $m:<banmask>   Blocks messages from matching users. Users with voice
                  or above are not affected.

ircd-hybrid: Update to 8.2.24

pkgsrc changes:
- No longer install a default ircd.conf file.  Upstream now only
  provides a reference ircd.conf file that needs to be adjusted.
  Document that in the MESSAGE.
- Remove INSTALL script.  All *.conf are no longer used, corresponding
  *.db living in ${VARBASE}/log/ircd-hybrid/lib are used instead
  ircd.motd is still honored and used but there is not a lot of point to
  continue to install it unconditionally without a configuration file.
- Remove `efnet', `halfops', `small-net' and `ziplinks' package options,
  corresponding configure arguments no longer available.
- No longer honor IRCD_HYBRID_SYSLOG_FACILITY, IRCD_HYBRID_NICLEN,
  IRCD_HYBRID_TOPICLEN, IRCD_HYBRID_MAXCONN and IRCD_HYBRID_SYSLOG_EVENTS,
  (syslog is no longer used and corresponding entry to set *LEN
  and *MAXCONN are now configurable via ircd.conf)
- Add LICENSE

Make it easier to build and install packages "unprivileged", where
the owner of all installed files is a non-root user.  This change
affects most packages that require special users or groups by making
them use the specified unprivileged user and group instead.

(1) Add two new variables PKG_GROUPS_VARS and PKG_USERS_VARS to
    unprivileged.mk.  These two variables are lists of other bmake
    variables that define package-specific users and groups.  Packages
    that have user-settable variables for users and groups, e.g. apache
    and APACHE_{USER,GROUP}, courier-mta and COURIER_{USER,GROUP},
    etc., should list these variables in PKG_USERS_VARS and PKG_GROUPS_VARS
    so that unprivileged.mk can know to set them to ${UNPRIVILEGED_USER}
    and ${UNPRIVILEGED_GROUP}.

(2) Modify packages to use PKG_GROUPS_VARS and PKG_USERS_VARS.

Modify the pkginstall framework so that it manages all aspects of
INSTALL/DEINSTALL script creation within pkgsrc.

If an INSTALL or DEINSTALL script is found in the package directory,
it is automatically used as a template for the pkginstall-generated
scripts.  If instead, they should be used simply as the full scripts,
then the package Makefile should set INSTALL_SRC or DEINSTALL_SRC
explicitly, e.g.:

	INSTALL_SRC=	${PKGDIR}/INSTALL
	DEINSTALL_SRC=	# emtpy

As part of the restructuring of the pkginstall framework internals,
we now *always* generate temporary INSTALL or DEINSTALL scripts.  By
comparing these temporary scripts with minimal INSTALL/DEINSTALL
scripts formed from only the base templates, we determine whether or
not the INSTALL/DEINSTALL scripts are actually needed by the package
(see the generate-install-scripts target in bsd.pkginstall.mk).

In addition, more variables in the framework have been made private.
The *_EXTRA_TMPL variables have been renamed to *_TEMPLATE, which are
more sensible names given the very few exported variables in this
framework.  The only public variables relating to the templates are:

	INSTALL_SRC		INSTALL_TEMPLATE
	DEINSTALL_SRC		DEINSTALL_TEMPLATE
				HEADER_TEMPLATE

The packages in pkgsrc have been modified to reflect the changes in
the pkginstall framework.

In brief:
- We now support a completely new platform, Tru64 UNIX
- We have mostly revamped the Windows Cygwin port

- The configure script has been massively revamped
- Most noticeable is that we generate make dependencies on the fly now

Remove IRCD_HYBRID_DPATH from bsd.pkg.defaults.mk and BUILD_DEFS,
set PKG_SYSCONFSUBDIR to 'ircd-hybrid' instead: the package builder is
now expected to adjust Ircd Hybrid configuration directory with
PKG_SYSCONFBASE(.${PKG_SYSCONFVAR}).

Replace local DOC_SUBST stuff with FILES_SUBST from bsd.pkg.install.mk.

Go with the previous PKGREVISION bump.

XXX Having the log files as SUPPORT_FILES is not optimal.
